If you don't mind paying $3.99 a month and buying a domain name for about 8 bucks a year and you don't want corporate ads on your page go with GoDaddy.com and get something called a WYSIWIG (stands for 'what-you-see-is-what you-get') for free from NVU: http://nvu.com/index.php

You could make a simple one page site (name it 'index'). Drag and drop the 'index' file into the ftp page.

Well there are number of things you need to ask yourself regarding the end use of the web site you so badly want to create.

Do you want it as a personal home page or do you intend to do business?

Do you mind free advertisements banners if they showed up on your web page or would you find them annoying?

Who are the intended visitors / audiences?

There are a number of FREE web space providers viz Geocities, Tripod, Brinkster etc. Most have their inbuilt HTML tools as well for a complete novice to set up his page and get it up and running quickly.

But you need to check before you sign up to see how much space you are going to get , whether there would or wouldn't be free advertisement on your page and also if features like FTP (for easy uploads) are supported.

If you are willing to pay there are several other who would give you better packages. How much better would depend on how much you are willing to shell out.

yahoo and if you make your own url ya got it.. use dreamweaver.. also for pics use photobucket.com you can have videos etc.. with tags and urls.
