Consumer reports just recently came out with a crash test study on infant carseats you may want to take a look at that. I personally use a lenox industries tattle tale. Its a convertible carseat that allows you to use it either rear or front facing and has a feature that tells you whether or not you have the seat and child secure. I enjoy the fact that the seat is easy to clean.

The Graco Comfort Sport and the Evenflo Titan Deluxe are both great convertible carseats. They are definately less expensive than the Britax models and since your child usually spends a lot of time in them and generally will eat and drink in them the fabric holds up much better than that on the Britax. Also since they only go up to 40 pounds when your child is ready for the a "big kid seat" you don't say, "I spent $300 on the seat you are in and you have to stay in it." You can actually say "Sure let's go pick out a new seat for you!" Since by the time your child reaches 40 pounds they will be old enough to realize that all of their friends are getting booster seats.

The Comfort Sport ranges from $80 - $100.

Yes the car seat names above are good but not the best for a 9 month old child you see britax is the best look at the features i found all in one car seat:
