UPS and RPS are two seperate civilian agencies. The trick is getting enough money to make it worth while. You have to pay for gas and transport vehicles as well as pay yourself. Starting a postal service is possable but it would have a high start up cost and you would have to compete with others in the market share.

Last a check, the postal service is all civilian. Haven't had my mail delivered by a tank in a while....
The USPS is a independent agency. It recieves ZERO tax dollars, by law, and operates very efficiently. You can drop a letter in a mailbox on the santa monica pier and it will be in NYC in 2, three days max. How much better do you want?? Granted its not perfect, but billions of pieces of mail get to some pretty far flung places cheaply and without incident.

I can't imagine how this would work. Isn't the present postal service a 'civilian postal service'? I know its run the the gov, the the gov are hired by civilians. I guess I'm not sure what you mean.
If you mean some sort of volunteer grass roots thing, I would wonder if they would be accountable and would work all the time.

Um... the Postal Service IS civilian. While the military has its own postal services, they're only for within the military. The person delivering your mail may have on a uniform, but believe me, he's a civilian.

If you're asking why we don't privatize to mail service, to a degree we have-- FedEx, UPS, etc are all examples of private competitors. But notice-- they're only interested in packages... where the money is.

As it stands right now, my father-in-law in Haines, Alaska can write me a letter, put a stamp on it, and it will be picked up at the foot of his driveway and deposited in the mailbox at the foot of mine, in South Carolina, within just three-four days. And all for just 39 cents. What private company wants to take on that kind of business???

This is one of the great, and ignored, services of our (civilian) government.
