You'll need software to do that conversion, because FLV is not MPEG-4.
I recommend FFmpeg, which is completely free and doesn't watermark/have restrictions.

You can't.
But I use a software program called RIVA FLV Encoder to make an AVI file, then I convert that to anything I want, like MPG, MOV and MPG-4
RIVA FLV Encoder is not designed to make AVI files, so all you do is change the output file (which happenes to be *.flv) to AVI.
