As long as you have a car, pay the local road fees, have a proper driver's license, you can drive anytime you want. To drive in China, you have to be a very skillful driver. In addition to hundreds pedestrians crossing the street when and where ever they like, mopeds and motorcycles fight the automobiles for the roads. Chinese people really don't follow traffic laws. Everyone believes it's ok for them to do it, so in the end it's like there are no laws. People weave in and out of traffic disregarding other drivers. However this is when everything is moving. In major cities like Shanghai, traffic comes to a standstill and you spend the majority of your time just sitting in traffic.

If you have a car, you can go around anywhere you like, though going to some areas may require you to get a "intra-region visa" which must be preapproved. Traffic is horrendous on weekends. Horn is prohibited within city limits so people resort to flashing headlights and roll down window and yell (sometimes).

The Chinese make like 30 cents a day, thanks to Walmart. I don't think anyone can afford to buy a car.
