Why can't the Democrats just take the steps to halt funding for the Iraq war and have him impeached so he can face the justice that he misguidedly dished out to others?

they can and will do this...and the Republicans should stand back and let them do it! Imagine how bad things will get over the next two years! The thing to do is let the rabid leftwingers run their mouths and then follow their directions.....let it all go down the toilet.....afterall...we are just supporting the 12 million Iraqis who voted in a free and open election for a free government. They have no grounds for impeachment.
And the Democrats all voted for this war - except one. They aren't going to stop the war in Iraq. They just lied about it so that they would get elected.

they can stop some of the money but he can get it through other means that they cant control...and if we impeach him on all the multitude of things he's done then we'd have President Cheney take his place. I'm not ready for that nightmare.
