because alot of people have alot of trouble expressing themselves, therefore the message they are trying to send off might not be as clear as they like.
they don't mean to be so confusing or unclear, they just don't know how to communicate their message in the most appropriate, easy to understand, way

I think its because some people on the surface are someone else than they are on the inside. Its hard to read them and make sense of their behaviors. Other peoples words don't mirror their actions, that is frustrating and confusing. Understanding people takes time and lots of trail and error.

Because you can never truly know someone else and what motivates them or controls their thinking any more than you can ever fully understand yourself. Once you have someone figured out they tend to surprise you by acting in a completely different way. That's human nature for you.
