yes. I'm not a very big guy (5'10'-130lbs)but I have a deep voice and for example I can be among a crowd where several are talking and I can speak and naturally get everyones attenion and not even want it.

a lower voice carries much better and grabs another's attention quite easily
now - if you're referring to a lower voice (as in whispering), that really gets someone's attention since your close enough for the whisper to be heard

Yes it does. Ask any husband who has been yelled at by his high-pitched voice wife, or student who endures squeaky voiced teachers. It's also easier for a hearing impaired person to understand you. Every single day, I tell my associates to stop screaming at my elderly residents. Yelling at them does not make them hear you any better. Lowering your voice, and getting closer does..
