what is Out-of-State Tuition?
And whats part time ? what does it mean by that?

Out of state= You have resided in another state (not the one where you are attending college) for 6 mths+
Part-Time.. 6-11 units...

Out of state tuition simply means that if say, you live in Florida and decide to go to a school in California, you'll have to pay out of state tuition because you're not from California.
Out of state tuition is generally much more expensive because you don't pay that state's taxes. (State Universities are funded mostly by state taxes)

As for the second question, think of part-time and full-time student statuses like a job. If you have a part time job, you only work (go to school) a certain number of hours a week. Vice Versa with full-time. A full time student may take 6 or even 7 classes a week as opposed to a part time student that takes only 3, 4 or 5. The full-time student will naturally graduate sooner.
One thing to note- many insurance companies require your parents to claim your status as full time or part time. Many may drop you off their insurance plan if you are over 18 and not a full-time college student.

If you are not a resident of the state where the school is, sometimes you might have to pay extra for tuition. If your state borders that state, sometimes you can get that extra cost waived.

For most schools, full time is at least 12 credits (sometimes called hours), anything less is considered part time. This matters if you have a scholarship or financial aid -- they usually require that you remain a full time student.

Out-of-state tuition is the tuition people who are not residents of the state pay for college.

Part tiime means you aren't taking a lot of hours - usually 3 to 11 hours.
