I have found that the best way to remove fingernail polish is to take a tail of newt (not Gingrich) and a tablespoon of stagnant pond water and 4 dried potato bugs: Mix until your done mixing.
Apply to a piece of 6 mil bisqueen. Let dry for 6hours in the sun. Apply to your fingernails and let stand for 20 minutes at 350 degrees. Drying time will vary depending on the altitude, time of day, size of your feet, color and breed of your goldfish and wether or not Rosie O"Donell Trump is really a human being..

When I use fingernail polish, I sometimes accidentally paint the sides of skin beside my nails. But when I soak my fingers in water and use a washcloth, it comes off. So I suggest bringing your daughter in a warm bath and letting her leg soak for some time so the skin gets soft and the outer layer peels (old skin is constantly coming off your body). When the outer layer peels off, so will the polish attached to it. Good Luck!

acetone or regular polish remover, drug stores like 2 bucks C=

just paint another layer over the one you already have on and while it's still wet, wipe it off and the other layer comes with it
trust me, it works really well

then you can chip it off or file it off.... but your best bet is to make a trip to the drug store...
