Greece, then Italy, Spain, Germany, France, Britain. The settling and civilization of Europe followed first the early Greeks, then the Romas as they spread the Pax Romana.

Not including northen Africa or the southern Mediterranean basin countries, as you asked only about Europe.

There was no Greece, there were towns on the territory of the nowadays Greece, that were organised like a country, such as Sparta, Troia etc. They were ruled by kings, they had armies, administration etc.
They were the first forms of modern organisation. In those times, there was no such thing as a country, here were empires, which had nothing to do with ethnic omogenity. Think about the Roman Empire, for example.

In the lower Greek peninsula the Myceneans and also the Minoans in the island of Crete. They had a written form of their language. If we use the location we could say Greece was the first county of Europe.

I understand some folks confusion and share it but maybe we can give you the answer you need. The Minoans of Crete were the first literate civilization in Europe, and since they were situated near the Myceneans of Greece who were aslo literate and civilized, it seems probable the Greece was the first "country" of Europe.

I agree. many "countries" were not organized nations and there is disagreement over which was first.
