I don't find either of them shrill. I don't know them personally, or spend time in their company, so I can't speak as to whether or not either of them is annoying.
I do know that they are both highly intelligent people with a great deal of responsibility, and both are very well capable of doing the jobs they hold.
Now, the strident, shrill voices of people who seek to deride both of these women on a personal level, those I do find annoying.
A politician/public servant/leader should ALWAYS, first and foremost, be judged by their job performance. Selecting personal details about their face, body, voice, or dress, to ridicule them, smacks of the puerile taunts of a schoolyard bully.
