You may have your iPod's preferences set to manually update your iPod instead of automatically updating it. You don't need it to be fully charged. You change those settings in iTunes when the iPod is plugged in.

If you want to manually transfer some of your library over (instead of all of it, or all the checked playlists), you select the "manual transfer" box. Then, go to your library and highlight the songs you want to transfer over.

Choose Sync in the File menu and the songs are moved to the iPod.
