I believe a by-way is a secondary road, like a rural highway sort of. It's usually a long paved two lane road that covers a fair amount of distance, but it's not a major road like a highway, which is generall at least 6 lanes or so in width.

"A byway is a less-traveled side road, as in:

* Byway Open to All Traffic in the United Kingdom, a highway over which the public have a right-of-way for vehicular traffic
* Restricted byway in the United Kingdom, a highway over which the public have a right-of-way for all traffic except motor vehicles.
* Byway (road), a minor secondary or tertiary road in the UK"

Actually, it is hard to define and separate terms such as highway, byway and freeway because they are often used interchangeably.
