Most deleted scenes are because te length of the movie is too long.

Disney required that this movie be 90 minutes because as a childrens movie, they felt that was long enough to hold a childs attention span.

The octopus scene just put the movie over it's time limit.

That is not the only scene that was deleted from the movie.

check out youtube to find more deleted scenes or get the film on DVD

I have no idea why this scene was taken out - any extra length to the film would have just added to the glory! What stupidity.
However, it was down to editing and keeping the film to a certain length.
The octopus scene in the book or original script featured an enormous octopus appearing after the goonies came out of the water slides and landed in the lake where One Eyed Willie's pirate ship is. The octopus attacks Stef and is rescued by Data who sacrifices his walkman by stuffing it in the octopuses mouth and giving it an electric shock.
OK, so imagine an oversized octopus, digitally imposed 22 years ago... and that will probably give you the answer as to why the scene was cut. While I would challenge anyone who dared criticise the film, maybe this scene if left in could have given rise to perhaps justified 'ribbing' - a bit like the spider in the end of the film of Stephen King's It!

This scene, as someone has already answered, was not the only scene cut from the movie - others include a lengthy journey on rafts by the gang in what appears to be an underwater lagoon, on random rafts in the pitch black - they tell each other ghost stories to pass the time, and I think Mouth tells the best one.
Again, a scene in a shop with Mikey and Troy where they nearly steal the map.
The leeches in the wishing well scene... there are loads. But I guess that has nothing to do with the question.
Thanks though for giving me the opportunity to waffle on my favourite topic!

It didn't really fit in with the storyline. An Octopus of that size would not be in water that shallow!! It was pretty cool if you get a chance to see the scene.

Probably in the editing process, it just didn't work out as Steve had imagined
