How can you make an Intel graphics controller run T&L?

Question

I'm trying to play Caesar IV and it needs T&L including Pixel Shader 1.1.
If it can't then can't the CPU do it?

You don't. If it could be done without it would not be a requirement.

Sorry - you can't play. You need to have a GPU with at least 64MB Ram, Hardware T&L and Pixel Shader 1.1 (pretty low requirements).

You'll need a better graphics card to play.
