I need a list of the cheapest ISP out there and which one is the best?

Are you in the U.S.? The cheapest is probably NetZero at $9.95/month. The best is what works best for you. Personally, I have cable and think it's the best. My friends have AT&T DSL and think it's the best. I pay more than they do, and my cable is faster than their DSL. It's a matter of opinion. There are as many opinions as there are ISP's.
