Wow, that's a big question. But since I have the same problem, I will use this answer to be honest with myself and maybe learn something too.

My opinion here: because we women know what we want or hope to get from being friends with men. But other women? We're just not too sure.
Might be a territorial issue... I'm not a psych major nor would I claim to know more than the 5 college courses I had to take, but it seems to me that women tend to be a little possessive and secretive at times. There's a subconscious competition that we're all in, seeing who can do this job the best, who is the better mother, who can keep her spouse/S.O. in check, etc.
Withouth thinking, we become prejudiced on the type of woman we think we are and want to be and therefore we may slight anyone who doesn't quite meet our own standard.

Or because we're so unsure of ourselves, we don't want to expose any weakness to other females.

Girls are competitive and jealous of other girls. You just have to really show that you genuinely like the other girl's company if you want to befriend them. Once you do that, they become super nice.
