Which country has the best K-12 educational system in the world? Why?

i think it depends on the school.because although the American public school education sucks.there are some very good private schools here.but if your talking about public school education i would have to say a country like japan.who although have strict disciplinary rules.it helps children to learn some responsibility and self control and boudaries
