Because some people have trouble seperating reality and fantasy.
Miley's mom is alive and well. Hannah Montana/Miley Stuarts mother is dead.

I've never heard that but I would guess to say that:
1. Billy Ray is famous so he gets all of the attention.
2. There aren't many pictures of her taken..just Miley and her dad.
and 3. Miley on Hannah Montana's mom is dead...and they just assume.

It's probably is the younger kids, because since her motehr on the show is dead they don't know how to seperate Miley Cirus from her character.
