Pikachu could only follow you in Pokemon Yellow: Special Pikachu edition. Fire Red is an updated version of Red, so there's no way to make either Pikachu or another Pokemon follow you.
However, there's rumors of a Pokemon yellow remake.

In pokecommunity somebody hacked fire red to make a yallow version in which pikachu follows you.For that you have to patch it to your gba rom.But if you are using the real gba then their is no way for pikachu to follow you in FR.
