i want to set items on my desktop wallpaper. that moves and or i can move where i want to,, how do i do that?

on my other computer i was able to add items on top of the wallpaper and move them anywhere, but on the new computer i cannot do this,,, please help out this old dumb<<<<<<

In Windows:
Right click on a blank part of desktop, "Arrange icons by", and uncheck "Align to Grid".

If you are running windows...there is no reason that you cannot "drag and drop" on your desktop!
Just move them where you want them and lock the desk top!
Right your desktop, go to "active desktop",Content, icons, lock desktop!!
Should work fine!
Your desktop may be set on "auto arrange"!!
