I own a 1994 ford thunderbired with rack and pinion steering that uses a EVO power assist unit.
I have full power steering from side to side ,but i have no return ,I have to manually turn the wheel back myself. I've had this problem for about 3 weeks ,but before that it would return to centre on its own ,would anyone know what would cause this prob ,and i have replaced the pump already.
Could it be the rack?

Have seen this happen on t-birds before. Check the ball joints and make sure they are not binding up. Notice any squeaking when turning?

Call and price a rack at advance auto or auto zone and then call around as to how much labor to install it will be.when you take it to be fixed the front end should also be align to make sure it wont wear your tires. and get an estiment in writing for all of this.Jst guessing the rack should be around 200.00 and the alignment about 60 to 75 dallars,check around and ask your friends do they have a mechanic that you can trust.
