i've found my partner messaging girls on site called bebo.com., saying beautiful xx on there pictures and signing himself up on dating sites like passion.com. for decrete relationship. talking to a girl about what he wants to do to her etc. now when i confronted him about it he says he was just seeing if he's still got it ! i said well you've got me , is that not enough , its definetly some sort of cheating, what should i say or do ?

You need to let him know that his behavior really hurt you and that you consider it to be cheating. Also, if he is just engaging in some kind of fantasy or whatever, it is still unfair to the women who he is communicating with, as he is not being truthful about his intentions.
