Does anyone know what it means when you call a cell phone number and you get the following message: "This person is not accepting messages at this time." I called my friend yesterday and this is the message I heard on her phone.

It means they haven't paid their cell phone bill and the phone has been turned off until they cough up the $$$$.

Either the person's phone was shut off for nonpayment, or because the owner asked to have it temporarily restricted. This happens often if your phone is lost or stolen.

It means they are not accepting messages at that time. It could be because they have not, or need to re-setup thier voicemail.

It means their phone is shut off.

it means that either their voice mail is full or they haven't set up their voice mail
