an afterburner is a component of a jet engine (generally fighter jets) and forces more fuel into the engine to give more thrust and therefore more speed to the jet. In this context, the person dug up more energy to run faster as their fear took over.

The big advantage of an afterburner is that you can significantly increase the thrust of the engine without adding much weight or complexity to the engine. An afterburner is nothing but a set of fuel injectors, a tube and flame holder that the fuel burns in, and an adjustable nozzle. An "afterburner" is a device to burn unused fuel in a jet engine's exhaust, and thereby gain a bit more power and speed from a sort of rocket effect.

The author of your quotation must be referring to Devin putting in a bit of extra adrenaline-induced effort to escape his pursuers.
