Yes, there is a such thing as pre-***. He doesn't have to realize that he has ejaculated any because it is a very small amount, but it only takes one sperm to get pregnant. Well, come to think about it since it is a small amount, the answer is no, he has to, just not the big thing most people usually think of.

Whether a guy does or does not ejaculate (***/get off), if he is using a condom correctly, it doesn't matter - his semen or pre-lubricating fluid (pre-***) wont enter into your vagina, and you wont become pregnant.
If he didn't use a condom, then whether he ejaculated or not, you can still become pregnant if his penis entered your vagina - BECAUSE guys release a little bit of fluid, pre-lubricating fluid (pre-***) long before he ejaculates, or even if he doesn't ejaculate. The pre-lubricating fluid can contain sperm, so a pregnancy can occur. (Not to mention the risk of sexually transmitted infections!)
