A ratio can be represented as a fraction:

$1.75
--------
$1.05

If you get rid of dollar sign and the decimal your new fraction is:

175
-----
105

You can simplify this fraction by dividing by the greatest common factor. 35 goes into both 175 and 105. When you divide 35 by each number you are left with:

5
----
3

This means the ratio is 5 to 3!
