You should do nothing. If you want a pet, and it's against the policy, it's up to you if you want to take the chance. DO NOT tell your landlord about your neighbor. What if you do tell, and your neighbor has nothing that they can do with the pet and the pet gets put down? I know you want your pet there, but that really has nothing to do with your neighbor. Telling on your neighbor could bring consequences that are worse (death for the pet) and it really isn't your business. Mind your own business and do what you want, but don't mess in other peoples business.

It is a common myth that "discrimination" is not allowed. Certain very specific types of discrimination are prohibited, such as discrimination based on race or religion. Some forms of age discrimination are also prohibited. For example, employment discrimination against a person over 40, not allowing a person to vote because the person is only 18 and not 21, or not allowing a family to live in an apartment because they have a human child. None of that seems to really apply in this case. Most forms of discrimination are legal. Only a few are not.

I'm assuming you have a dog...here's some advice.

Local governments are still in charge of most kinds of basic animal regulations, including limits on the number of dogs per household, license and vaccination requirements, and leash laws. Laws covering these issues tend to be broadly similar everywhere, but their details vary significantly from town to town.

To find out what the law is where you live, you must do some research. That may be as simple as calling the local Animal Control or Health Department and asking your question.

If you want to read the law yourself - always a good idea - you can probably find it in the city or county ordinances, which are often called the "municipal code." The code should be available at your local public library, the law library in the county courthouse, and at city hall, usually in the city clerk's or city attorney's office.

In most towns, even large ones, local ordinances are kept in a big loose-leaf binder. You can probably find what you need simply by looking in the index under "Dogs" or "Animals." You can often find local ordinances online as well.

Good luck!

What does your lease say? I would look for another place that accepts pets. It wouldn't be kewl to report the other tenant.. But you could say to him that you know other people have pets..

I am sure the landlord doesn't know of that other tenant having a pet, so you could just bring yours and don't say anything at all.. I have done that.

Keep your nose out of your neighbors business.

Landlords have reasons as to why you shouldn't have pets in their property. Wait until you have a place of your own before you get a pet.

Ask your tenet if he has special permission for himself, and why isnt it acceptable to keep pets. Some tenets dont allow certain aquarium, cats, or dogs, and some even birds. Ask him the nature of your pet and get permission by him.

The landlord won't change the rules just because someone else is breaking them. If your neighbor is getting away with it you should leave it alone. You won't get to have your pet and neither will he. If he can get away with it more power to him.
