Yes and no.
Breathing through your mouth will dry your throat, and that can cause temporary discomfort. The best way to relieve this is taking a warm shower. The steam will humidify the air and relieve that soreness.
If the discomfort lasts, you're probably sick. Drink lots of water and rest.
Also:
Drinking milk will not "coat your throat". Food and drink are ingested through your esophagus, and air passes down your trachea.

If there are some bad germs in the cold air, maybe. But think about it, do you get a sore throat when you inhale cold air during the day. I think it's an old wives tale, like you'll catch a cold if you run around barefooted.

I guess you could, but if you're sleeping with your mouth open, then you've got a problem going on there. The natural way for a human to breathe while sleeping is to breathe in and out the nose.

You could be breathing through your mouth all night and snoring. IF so, your throat gets very dry and the friction from snoring can cause it to be tender. Does it go away after awhile? It also could be allergies.

Drink a glass of warm milk before you go to bed. The milk will warm your throat and cancel out the cold air coming into your mouth.
