Have you verified the new modem and its driver installed properly?

Start
Control Panel
Performance and Maintenance
System
Hardware
Device Manager

Any conflicts will be highlighted with an exclamation or question mark. Once you see your modem, you can right click on it and select Troubleshoot to perform some diagnostic tests. Also you may consider re-installing the modem into a different PCI slot, than the original. If everything checks out in Windows trouble-shooting, and the device is enabled, you may consider reinstalling your ISP's software. Or there may be a connection diagnosis wizard built in to the User Interface somewhere. In other words, you dial-up software may need to detect the modem change in order to function.

Hope that Helps

I would recommend you to take it to a repair center. There are thousand of reasons why it maybe malfunctioning, and without a physical check all recomendations you will get from Yahoo are going to be vague speculations.
