how do make the user to upload pics to your website??

i am trying to make a site like this site. http://hotornotafghans.com
firs i want the users to make an account and then make then make the user to upload pictures to the site..
how do i do that? do i do it with html or is there any other program that will allow me to do it..

HTML isn't enough. You will need a web server and along with server side scripting. e.g. php, perl which will allow you to upload files etc onto your server.
