Latency is the amount of time it takes for the information from the game to get sent to the server and then back to your computer. For example, if you press "w" to go forward, and you have a latency of 100, there'll be a delay of 1 second for the information of you going forward to go from your computer, to the server to process the information, and back to your computer. Latency is measured in milliseconds in CS. You want the lowest latency as possible so there's less time between your movements and when you actually move.

Your latency is the time im milliseconds that it takes your actions to reach the server and vice versa. Anything under 150 should be okay. Try connecting to many different servers to see if that has an effect.
