Amtrak does not actually go to Phoenix.

You would take the train from St. Louis to Flagstaff, Arizona, changing trains in Kansas City, MO.
You would then take a bus from Flagstaff to Phoenix.
You can make this as part of the fare purchased from Amtrak so that if for some reason you miss the connection, Amtrak is responsible for still getting you to your destination.
