I have been to the monaco grand prix in 2004. I got my seat at the Tabac corner which is after the chicnae following the tunnel. During the weekend there are many things that you can do. Your local travel agent can even book for your transfer to Monaco and back, besides accomodation and breakfast. If you are in a mood you can inludes options to explore Monaco or get a ride on a yacht. The Grand stand at Monaco makes you feel as if you are on a pilgramage. A pilgramage where all the disiples love speed and worship those who generate them. Although red seems to be the official colour code of all the disiples, you will find a lot of blues with yellows(read Renalt) and ofcourse the blacks(read Mclaren).
With the trimming down of endines, power output is likely to have fallen around 20 %. But trust me the sound is enough to send a chill down your spine. The noise of F1 cars zooming past is unbearable therefore you must buy Mickey mouse plugs that protect your ears and provide you with live commentary. It is also important to chose a good grandstand. There are some places in the circuit that do not have much action. The best grandstand is near the pit straight or near the chicane where there is quiet a lot of overtaking.

I have been to the Monaco grand prix several times, most recently in 2006, and because of the ridiculous prices fro hotel rooms i always stay outside of Monaco. Last year i stayed in a little bedsit in Nice with no windows and it was around the same price as the 5 star hotel i usually stay in in the centre of Monaco. What i do every year is stay outside and get the train into Monaco. Every other year i have stayed in Cannes beacause of the cheaper prices, but trains are only 1 every hour so i would advise staying in Nice as trains tend to be every 10 minutes. It is very well organised at both ends, at Nice station you have to buy a special grand prix day fare to get in and are then taken to your train. In Monaco, the signs point you straight to your seat. As you go towards your seat you go down the main street where all of the merchandising tents and shops. If you get a chance, go, it is the best experience of your life.

I've been to the Monaco Grand Prix several times, but it's far from my favourite race. A hotel room, if you can find one, is grossly overpriced, so I've always stayed just across the border in Italy or in Nice.
As for access to parties and other event, a media pass gets you invited to several, but that happens at almost every race. The best ones are always at the final race of the season, not at Monaco.

I went in 2001. It was a great experience I would strongly recommend going. I went for 2 days I spent the first day mostly in the hotel casino and I went out for dinner. The restaurants there are very expensive. I went to a bar after it was just a bar where there were alot of F1 fans and we mostly talked sports there. Most of the facier nightclubs are invite only. The next day I went to the grand prix it was a great race won by Ferrari and Michael Shumacher.

I've never been, but if you were going to go, I'd look into one of those race tour packages. Sometimes you get to meet some cool people, maybe a driver or two, tour the paddock, and usually get into some party/hospitality suite. Sounds like it might be easier than just trying to go on your own ticket. I bet that would be a fun, wild weekend.

If you have got the money you can get in to most parties, however, a weekend there costs a serious amount of money, Its expensive in the first place but they increase the prices over GP weekend. I would only consider it if you have got a serious bankroll!
