Once you have, for example pictures on a CD-RW can I change the name of the picture or delete a picture?

Yes, as long as you use a CD-RW disk and not a CD-R disk.

The picture will never be completely deleted, though... it will just not be accessible. CD-RW's don't really delete, and you can't reuse the space like you can on a hard disk drive.

yeah... CD-RW is rewritable, which basically means that it's like a round floppy disk (with way more memory that what a floppy has). You can change names, delete files, save new files, etc.
However, a CD-R is a one-time deal. If you are using one of those, then once you burn/create it, you can't change file names, delete files, or save new ones to the CD.

Once u have pics on a disc u can take it to any computer or computer graphic studio...they/ you can copy any pic from the disc to the desktop or hard drive and then use any a graphic program to do just about anything with it, but u will have to save it to a new disc.

you can edit your photos. RW means re-writeable.
if your disc said CD-R than when you put info on the disc it is for good.
