can someone give me an easier translation then the actual text.

The Second Ammendment refers to the right to keep and bear arms. This right has been viewed as individual and collective. The federal government invokes the milita clause of the ammendment to justify gun control and the Supreme Court has ruled in favor of such laws. But the popular support of the Second Ammendment is based upon it's individual meaning. Our Constitution is a living one, not a dead one. The general public believes in the individual right to own guns, and the government follows this interpretation by passing very few federal gun laws (ie. 1934 NFA, 1968 GCA, 1994 AWB-now defunct).

The second amendment means that we can have weapons in our homes and in some cases on our persons. Congress cannot pass a law that forbids us to own guns.

It says that since state militias (now the Nat'l Guard) are needed to keep the federal Government from overreaching it's granted powers, the individuals have the right to own guns. It does not say that every citizen needs an assault rifle, a military-style weapon, or cop-killer bullets. It does not say there should never be reasonable restrictions on gun-ownership (eg should convicted felons own guns).

It clearly limits the right to keep and bear arms to the purpose of maintaining an armed militia. Unfortunately, big lobby , big money and tradition have altered that to mean the right to blow holes in the bodies of other people. I favor a strict constructionist interpretation.
