In my experience it has been women, but I do know several animated men as well, like my friend Vic. He's been a cop, he loves to go fishing and camping, and whenever he tells a story he's all into it and very excited, and I love that!
*Edit: I myself am not very animated with my hands, but I do use facial expressions a lot, especially with my eyes ;)

Gay men or not, there are still more women in the world than there are men, so my answer is women. Women have more expressive facial, hand and body movements.

Everybody seems to be saying women. But I disagree. Having some Italian blood in me. ( yeah, an American mutt) I use my hands and arms a lot. To the point where people kind of stand back. I am a hazard in a restaurant.
But seriously, I think men of confidence use all of their body to communicate. Hands , arms, shoulders and head. Otherwise they just sit there like stuffed animals. Like the worms.
