Nope sorry, closest thing they have to drugs that you CAN do is the "slow mo" pills, which you find some hidden places, they are the only useable drug in the game. They basically just slow down time like bullet mode.
Saints Row though has many usable drugs, probably maybe 4 or 6, but theres only about 3 or so REAL effects, like some drugs will both give the same effect as the other.

Yes there is what you gotta do is get a lowrider, drive it to thee city that looks like San Francisco or oakland watever, once you get ther u steal a motorcycle and drive to the las vegas strip st. u no wer the casinos are at, then gamble in sum casino to earn money for the drugs afterwards u get a jet or some flying vehicle and fly to the biggest mountain in the forest there should be a drugdealer waiting for you o and you should be getting a phone call from him

I haven't found any way to use drugs in the game. Even though CJ is all about killing and stealing, he seems pretty anti-drugs.
