Tropical cyclones can form anytime during the year, it just depends on when and where. Being in the southeast US, the only ones I am really interested in are the atlantic/gulf of mexico ones. These can form from May through December although June-November is considered the hurricane season. I'm sure that south of the equator you would see them from November through May or so.

Not until June or July in the Atlantic Ocean, because the water temperatures are not above 80F down to 200 ft. below the surface. That is required for any tropical cyclones to form.

Where? In the Tropics...I'd say yes.
