Give your new phone a look of vicious distrust.
Do you have access to a standard micophone, and speakers ? Headphones will do.

If you do, then plug these into the sound card of your PC. Using the windows Record function, talk into the mike and adjust the microphone level.
NOTE: with external speakers, too much level can give a feedback "squeal".

If you can get THIS working, it rules out Skype itself as the fault. That leaves the phone, or the phone settings.

Try recording your voice in windows sound recorder and if it plays back then your mic works. Close down any other programs that rely on audio, eg. msn, yahoo. (Exit out of them from system tray).

If your mic doesn't record in WSR then reconnect your mic, making sure it is in the back of your tower in the correct port, unplug and reconnect firmly.

Make sure mic is selected in Recording Controls... (otherwise it will never work)

then, if still not working, Only Default Devices... Start ... Control Panel ... Sounds and Audio ... Audio tab ... Checkmark 'Use only default devices' ... Sound Recording drop down window and Sound Playback window need the same device listed.

If none of that works what firewall are you using?

Have you tried testing your microphone or webcam? The problem could be there. There is an option to test your microphone in skype. I have encountered this problem and sometimes it resolves itself.
