It is just something we say when suddenly surprised. We don't actually mean it. You will have to google. Just put 'define bugger 'into the input line and you will get the answer back in 2 seconds.

In UK it is a kind of low impact swear nowadays. It was probably considered hard hitting 25/30 years ago or more, lately it's just an easy going swear, you'd say it in front of nearly anybody. Although it does mean " take me up the *rse", it is seen mainly as innocuous in modern conversation.
Strange. I wonder why?

People say it when they are taken aback by something or suprised, its not offensive, it can have a rude meaning like other people have put but it is usually used as a saying more in a sarcastic sense
