all fish do that if they don't like the food I think my fish do that atleast.

I think that he or she dose not like the food and you should go to the pet store to see what the fish likes cause maybe he will keep on barfing the food up and he will be hungry so find out quick ok

the food might be stale, or the fish may have been spoiled with good food before. You might have to replace the water more frequently so that you don't pollute his water, but he'll eat sooner or later. Try some new flakes or something.

NO, the food pellets are very hard and slightly too big for him. In the wild they eat mosquito larve that are soft and squishy so dealing with pellets isn't easy. If they do this with flakes they it's just 'cuz they took too big a bite and need to mush them up a bit before re-eating them.
