While Aquarians are indeed supposed to be the most humane sign, they are also the most opinionated and revolutionary. When the opinionated and revolutionary parts win out over the humane side (which has obviously happened with the dictators), an over confident Aquarian may claim that humanity may not know what is "good for them."

Aquarius' are water bearers, which represents slow but sure success. Aqaurius' are very intelligent, creative, and has an out of this world mind set but has issues when it comes to leadership roles due to stubborness and not being negotiable. They are open to new ideas, but if the new ideas conflicts with theirs, that's when you'll have problems. So as a fellow aquarius, I can agree that we have leadership issues and through time, things will work out. So I can understand about the worst dictators part, but whom are you speaking of?

They are a fixed sign and therefore want their own way; a cold or "evil" Aquarian can be completely uncaring about the needs or welfare of others.
It is also the sign of revolution and political instability, so that also makes sense.
