I pulled back some boxes that had been stored against the wall and found this white fuzzy (about 2" thick) crystalline material .
There had been water on the floor from a water heater leak.

Are you sure about the two inch thick part? It is not unusualy to see white fuzzy stuff on concrete blocks that have had a water problem. It is chemicals leeching out of the block. It is usually a fraction of an inch thick.

Please look at it again and post an update.

Lime from the mortar, brush it off, I think it is called efflourence (sp), on brick they wash the wall with dilute acid to get rid of it.
