Parts of the city, like the historic French Quarter, were built above sea level and have been there for hundreds of years. The rest of it is a murderous cesspool. Who in their right minds is in favor of dumping money down that below-sea-level rathole? Who is the idiot that issues the building permits for below-sea-level dwellings anyway? New Orleans is an embarassment to America.

Am from Mississippi and we wonder also why a permit would be granted to dwellings knowing its subject to hurricanes, flooding, etc.....Most think it should be given over to port buildings and let people move further back with their businesses and homes.
After Katrina, MS is now having the homes built above a certain level ...and it gave "on water only" permits of casinos new permits to let them build on land to help solve some of what happened......we are taking steps to improve what happened.
You have to realize though that this was a major hurricane like none has seen before....you have to visit there to really get a true picture of it...not from a news view on tv to really see how major it was
For one answer, I think the Netherlands have a lot of levies built to protect their towns right? and no they are not idiots, they are very nice
