If it's a female taking a #1...8 to 10 sheets.
#2...50 to 70 sheets.
Guys use a lot less for #1...0 to 5 sheets.
#2...30 to 50 sheets.

These figures have not been evaluated by the piss and poop administration! Actual t.p. sheet useage will vary from person to person due to other factors such as, public or private bathroom visits, race, color, nationality and creed.

You must take whether the visitor is a man or a woman into account. We can say on average that a man uses 50% less paper than a woman - but obviously, dependent on the factors number 1 & number 2, with #2 utilizing more paper and #1 less (almost zero for men), we must add to the equation an average amount of use for each. Thus: for number 1, women utilize about 5-6 sheets per roll. We must also consider the type of toilet paper used. If it is Scott, less sheets are needed. If it's some crap ('scuse the pun) brand, more sheets are necessary to cleanse the area thoroughly. Skpping, for the moment, factor #1 , we can assume that men & women both utilize similar amounts for #2. Some women are doubly in the lead for #1 as they menstruate. We must also take into account those women who have experienced menopause and subtract them from the others. Children, as well, although we can safely say that little girls use more than little boys. If, say, 45% of women are post-menstrual, then we can say they use the same amount as men (for factor #2 only). Let's say men use an average of 8-10 sheets per roll for number two. The same can be said for post-menopausal women and children. As for #1, 5-6 sheets for women and girls, none for men and boys. Since there are currently more women in the world then men, on average (according to studies) 52% women to 48% men, we must bring this into the equation. Thus, we cannot come up with proof of an amount used because some of our factors are based on hearsay and others upon hypothesis. There is no way to know without putting cameras in every bathroom, indoor and out, across the world. In remote areas, leaves will have to be counted as toilet paper, and measured with sheets to assess the amount used. Those who are not as cleanly as others also play a role in deciding. We are currently still working on the proof. In America, it seems we are nearly at the point of putting cameras in the bathrooms (haven't we already wiretapped them)? Some countries already have this process in place, some only have camera security in certain bathrooms, some have never seen a videocamera before and would find it frightening. If only this world could be more 1984-ish, we would be closer to our mission of proving an answer to this question. For now, we will keep taking averages in camera-wielding dictatorships across the world.
