Did you type this correctly because there's more than one mistake?
possibly is an adverb and should modify reverting
Capital Hill should be Capitol Hill

Well first of all,"Capital Hill" not the correct spelling. It should be Capitol Hill, as it is referring to the Capitol of the nation. Also, the usage of word "possibly" is incorrect in this instance. That should be changed to "possible" In addition (although this is very hard to explain just through typing) the structure of the sentence is a bit out of order and comes across sounding as if the "people on Capitol Hill" are actively "reverting" back to the Republicans AS they are talking about possible control of the Senate, which of course, makes no sense at all. If you are confused, try speaking the sentence aloud and pause after the word Senate, and I think you might get what I am saying. . If I were to alter this sentence I would change the word revert-ING to reversion and make it "..and to what extent are the people on Capitol Hill discussing the possible reversion of Senate control back to the Republicans?" I don't know if that helps at all but I hope so : )

It should be either, "...possibly controlling the senate's reversion back..."
or
"...possible control of the senate reverting back to the Republicans."
