eh, id say King Neptune - hes got the staff-thingy. Dutchman's just got creepy looks.

Well according to their real legend of the Flying Dutchman and the King Neptune God of the Seas, I would say in my opinion King Neptune because he has omnipotent power over the seas than the Flying Dutchmen because to Spongebob, the King Neptune is like God to them because in their little cartoon world, King Neptune ruled the seas and created life in the seas. The Flying Dutchman was a ghost of a unrested person, in retrospect does not give him omnipotent power over the seas. Besides he makes people his crew/slaves for eternity according to the legend, and besides the 2nd sequel of Pirates of the Caribbean which is nowhere near the amount of control King Neptune has. It is all logical.
