When costuming in a long dress with a hoopskirt, should it drag the ground or should it be a little above the ground?

Slightly above so you don't wear out the material and tear it.

If you are doing a mid-19th century/Civil War era production, the skirt should brush the ground without dragging so that it looks like a bell.

The hem should be slightly above the ground, but not so much that one can see the woman's ankles.

Probably not because i've seen them and they don't really look all that easy to walk in. You could easily trip.
